The SBA's billion-dollar 'seed fund' programs are back

The federal government has reauthorized the Small Business Administration's Small Business Innovation Research and Small Business Technology Transfer programs after a five-month lapse, once again opening up billions of dollars to qualified businesses, reports Andy Medici of The Playbook.

The goal of the programs is to encourage federal funding for innovation and to turn ideas into products or services that benefit the public as well as the federal agencies that fund them.

Small businesses with fewer than 500 employees are eligible to draw from the programs, albeit with certain restrictions, and grants are awarded in one of three phases depending on how advanced the technology is.

The new authorization additionally creates a “strategic breakthrough allocation” program for any agency with an SBIR set-aside of $100 million or more, allowing agencies to award up to $30 million to a single small business over a maximum of 48 months. The funding must come with matching private funding, and the business must demonstrate a market-validated technology.

Since 1982, the SBIR and STTR programs, known jointly across the federal government and the SBA as America’s Seed Fund, have invested more than $81 billion into more than 34,000 small businesses, according to the SBA.

Piedmont Park begins work on $200 million upgrade plan

By Tyler Wilkins – Staff Reporter, Atlanta Business Chronicle

    Apr 10, 2026

Piedmont Park Conservancy is raising funds to expand the park to Piedmont Avenue and Monroe Drive. In the meantime, it has also been focused on maintaining and improving what already exists within Atlanta's most-visited park.

    Piedmont Park Conservancy

Refreshed entrances. Tree maintenance. More lighting.

Those are a few of the initial investments underway at Piedmont Park, about a year after its conservancy unveiled an ambitious plan to inject hundreds of millions of dollars into improvements over several decades.

Big-ticket items in the comprehensive plan include expanding the park’s boundaries, installing a series of canopy walkways, revamping Lake Clara Meer and redesigning the Active Oval.

It could take upwards of $200 million to complete the entire plan. While working to raise funds for the first phase, the conservancy has also been maintaining and improving what already exists within Atlanta’s most-visited park.

We heard loud and clear from the public that what looks good needs to look great," said Doug Widener, president and CEO of Piedmont Park Conservancy, in an interview with Atlanta Business Chronicle.

    'Just getting started'

The conservancy has stepped up baseline care around the park, like maintaining manicured spaces such as flower beds and improving park entrances. For example, a garden has been planted along 10th Street near Park Tavern.

The park’s pool and aquatic center has been renovated, with remaining work on the project scheduled to wrap up this year. Legacy Fountain has been revitalized with the splash pad at its “full glory,” Widener said, and lights will be added to it this spring.

Lights will also be added this summer to the Active Oval, a popular spot for running and group sports. The area is set for a major overhaul in coming years, with new basketball, volleyball and pickleball courts among the plans.

The conservancy launched its Seeds for the Future campaign about a year ago to help care for the park’s tree canopy. Since then, an inventory has been taken of 3,500 mature trees. Thousands of trees have been pruned, limbed and mulched.

With the help of Trees Atlanta, approximately 50 trees were planted during a March event. Oak Hill, an area to the northwest of the park, is a target for so-called succession planting. Understory trees have been added to replace existing large oaks once they reach their natural lifespan.

A stewardship program was launched last year allowing volunteers to help keep up the park every other Saturday from early March through mid-December. It fills up every weekend, Widener said.

The conservancy has also hired additional operational and landscaping staff. A supervisor is now at the park every day of the week to provide more appropriate coverage, Widener said.

The park is hosting more and more events, adding one-third more public programming compared to 2024 and doubling the number of attendees, Widener said.

“We’re just getting started,” Widener said. “We’ve gotten a lot done in a year ... and when you add those things up, it’s a substantial pace that will continue in the future.”

    Fundraising begins for big projects

The capital campaign to raise $87.5 million for property acquisition, design, construction and maintenance of the first phase of the comprehensive plan is in the early stages, Widener said.

The conservancy is securing the board’s commitment to the campaign, working with the city to finalize an initial gift and meeting with larger corporations and foundations, Widener said. The public phase is expected to launch toward the end of the year, he said.

Piedmont Park would add a new park entrance at Monroe Drive and Piedmont Avenue.

    Byron E. Small

A big part of the first phase is expanding the park boundaries to the corner of Piedmont Avenue and Monroe Drive. Known as Piedmont Commons, the area now consists of the city-owned Clear Creek shopping center, as well as a privately owned Shell gas station and Octopus Kitchen & Hookah.

Negotiations have advanced with one of the property owners to sell for the expansion, Widener said. He hopes to reach an agreement to purchase both of the remaining properties by the end of the year.

The collection of commercial buildings would be replaced with new amenities such as a rock scramble, adventure trail, playgrounds, large lawns for events and public restrooms. An existing building used by Harry Norman Realtors would be repurposed into administrative offices and programming space for the conservancy.

To free up space at Piedmont Commons, a maintenance shop is planned to be relocated to a site near existing city facilities off Monroe Drive. In the same area, Evelyn Street will be redesigned, with an entrance plaza and pedestrian path to take people into the park.

A series of canopy walkways known as Clear Creek Walk will also be built as part of the first phase. It would provide access points to the creek bed, as well as ease congestion on the relatively new segment of the Beltline’s Northeast Trail that runs through the park.

The first phase with the park expansion is scheduled to be completed by 2030, Widener said.

The comprehensive plan is divided into three phases. But the various pieces of the plan could come together sooner than expected, Widener said, based on the desire among stakeholders for certain projects. For example, the conservancy received a $100,000 donation for dog park improvements, allowing that work to begin this year, he said.

One of Widener's priorities to set in motion before the end of the decade is the planned revamp of the 11.5-acre Lake Clara Meer. The lake would undergo intensive dredging to restore water quality, and a boardwalk loop would be built around it.

“We will do Lake Clara Meer proud by the time we’re done with it,” Widener said. "I'm hoping that a decent amount of the plan [will be] done. After that, which will probably be the early 2030s, we’ll reassess what else is there left to go."

This story was written prior to the April 4 shooting at Piedmont Park.

A 16-year-old girl was killed, and a 15-year-old girl was injured. A preliminary investigation indicates that the incident stemmed from an unpermitted gathering, after the 404 Day celebration held at the park on the same day, according to Atlanta Police Department.

Extra officers will be in and around the park for the upcoming Dogwood Festival April 10-12, according to APD.

The Piedmont Park Conservancy provided the following statement to Atlanta Business Chronicle:

“We are deeply saddened by the incident that occurred over the weekend. Our thoughts are with those impacted and their families. While event permitting, public safety and general Park administration decisions are under the City’s authority, we will continue to support efforts that promote a safe, well-managed environment for all who visit Piedmont Park. We defer further questions to the event organizers and our partners at the City of Atlanta and the Atlanta Police Department as they continue their investigation.”

    Atlanta Beltline Soliciting Bids

    for Construction of Northeast Trail

    – Segment 3 + Connector Trails

    Staff Report From Georgia CEO

    Wednesday, April 8th, 2026

Atlanta Beltline, Inc. is seeking construction firms to deliver the Northeast Trail – Segment 3 + Connector Trails 1-4 in northeast Atlanta between the Armour/Ottley and Lindbergh areas. An Invitation to Bid is now open for the federally funded 2.8-mile project, which will extend from Buford Highway to Peachtree Creek and include spur trail connections to MARTA Lindbergh Station, Armour-Ottley commercial district, the PATH400 trail, and access points from public streets.

This is the final major mainline segment of the Northeast Trail to enter construction, closing a critical gap between the existing trail at Mayson Street NE and the future Northwest Trail - Segment 1 at Kinsey Court.

Awarded a U.S. Department of Transportation (USDOT) $25 million Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant—the largest federal grant in Atlanta Beltline history— and bolstered by nearly $17 million in additional federal funds through the Atlanta Regional Commission Transportation Improvement Program, the project will enhance access to transit, jobs, and housing while advancing a safer and more connected regional trail network. This project will directly connect to MARTA Lindbergh Station, supporting broader mobility and economic opportunity.

“The Beltline would not be possible without our incredible partners. Thanks to the support of the U.S. Department of Transportation, Federal Highway Administration Georgia Division, Atlanta Regional Commission, our congressional delegation, Georgia Department of Transportation, our philanthropic partners and the City of Atlanta, we are advancing our goal of completing the full 22-mile trail loop and exceeding 11 miles of connector trails by 2030,” said Clyde Higgs, President & CEO of Atlanta Beltline, Inc. “With over $800 million invested to date, the Atlanta Beltline has catalyzed more than $10 billion in economic development within the Beltline Planning Area. The Northeast Trail demonstrates the transformative impact of this work, expanding economic opportunity across the city and the region.”

When complete, the Northeast Trail Segment 3 will span 2.8 miles connecting Piedmont Heights, Sherwood Forest, Peachtree Hills, Lindbergh and Lindbergh City Center, Brookwood and Brookwood Hills neighborhoods and employer centers along Piedmont Road. Construction of the mainline trail will include approximately 0.7 miles of primarily elevated multi-use trail on structure, extending from Segment 2 at Mayson Street to Kinsey Court, where it will connect to Northwest Trail - Segment 1.

In addition to the 0.7-mile mainline trail, an additional 2.1 miles of connector trail will provide access to key regional trails, transit and destinations:

    • Connector Trail 1 – Kinsey Court to Garson Drive (0.8miles)
    • Connector Trail 2 – Garson Drive to MARTA Lindbergh Center Station (0.5 miles)
    • Connector Trail 3 – PATH400 Trail (0.2 miles)
    • Connector Trail 4 – Armour Drive to Ottley Drive (0.6 miles)

“This segment is one of the most complex parts of the Beltline 22-mile corridor. Unlike most of the corridor, this portion of the Northeast Trail does not follow abandoned railroad lines and traverses an area of Atlanta where interstate highways, state routes, active freight rail, MARTA rail, and regional trails converge,” said Kim Wilson, Vice President of Design & Construction of Atlanta Beltline Inc.

The project will include the construction of two truss style bridges crossing Peachtree Creek, CSX, and Norfolk Southern railroad corridors, as well as crossings that pass under MARTA rail, and I-75/I-85. Stormwater management, fiber duct bank installation, stainless steel handrails and guardrails, lighting and security cameras, and landscaping are also a part of the project.

Construction for the mainline trail and all connector trails is anticipated to take three and a half years to complete.

To date, the Beltline has delivered 13.6 miles of the 22-mile Beltline mainline trail, along with 10.3 miles of connector trails.

Funding for Beltline trails is provided through a combination of public and philanthropic sources. Local public funding is provided by the Atlanta Beltline Tax Allocation District, supported by Atlanta Public Schools, Fulton County, and the City of Atlanta, as well as the Beltline Special Service District. Lead philanthropic support is provided by the Robert W. Woodruff Foundation, Inc. and the James M. Cox Foundation.

Interested parties can register through Atlanta Beltline’s procurement management website to access the invitation. Bids are due June 2, 2026.

The Second Annual Beautify PiHi cleanup, held on National Pi Day, March 14, 2026, at Ansley Mall, was a remarkable success, bringing together dedicated volunteers to make our neighborhood shine. The turnout was fantastic, the results were clear, and the event highlighted our commitment to our commercial corridors.

This year's event was proudly sponsored by Selig Enterprises, Nakato Japanese Restaurant, and Fast Signs of South Buckhead. We truly appreciate their support, which made this day possible.

We extend our deepest gratitude to the 57 total participants who showed up ready to work, including 51 incredible adult volunteers and 6 enthusiastic kids! Your commitment to our community is inspiring and the sheer amount of work accomplished is a testament to the power of collective action.

Check out photos from the event here.

We also want to give a special thank you to Ansley Golf Club and Stacy's Compounding Pharmacy for their invaluable assistance with trash bag pick up and transport to the dumpster.

Thank you to Ansley Mall Publix for donating the water and fruit for our volunteers. It was a perfect pairing to the bagels and coffee provided by Selig Enterprises.

The day was spent tackling litter and debris across a significant portion of our neighborhood: 2.5 miles of Piedmont Road NE from the Atlanta BeltLine to Windemere Rd NE, Monroe Drive from Piedmont to Montgomery Ferry, and the entire stretch of the NE Trail of the Atlanta BeltLine directly behind Ansley Square and Ansley Mall.

    The results speak for themselves:

    • 54 bags of trash collected

    • 4 tires removed

    • 4 pallets cleared

    • 2 broken traffic cones taken off the streets

Our mission is to support small businesses and make our commercial corridors welcoming for everyone, and every bag of trash removed helps us achieve that goal.

Every cleanup event yields a few surprises, and this year was no exception. Our volunteers came across a truly bizarre assortment of items. While we celebrate the removal of all waste, we couldn't help but chuckle at some of the day's more peculiar discoveries, including:

    • An Axe

    • 6 Solar power light caps

    • A 6ft pole

    • A variety of bike parts (seat, pedals, and brakes)

    • A computer chip

    • A croc shoe

    • A cocktail glass with olives

    • And, most curiously, a collection of panties, an adult toy, chicken wings, and pill bottles.

Thank you once again to everyone who participated!

Check out photos from the event here.

Keep an eye out for details on our next Beautify Cheshire Bridge on Saturday May 16 as we continue our mission to keep our commercial corridors of greater Piedmont Heights clean and accessible for everyone.
